Research Full Professor at CSIC (National Research Council in Spain), at the Instituto de Fisica de Cantabria (IFCA), a joint centre of the CSIC and the University of Cantabria. Lines of research: advanced computing, e-science, experimental physics of elementary particles. Vice-President for Scientific and Technical Research at CSIC (December 2017-June 2022), a state research agency that integrates more than 120 centres and employs more than 13,000 people. He coordinated the preparation and development of the CSIC Strategic Plan 2018-2021, including the transition to Global Areas, the elaboration of the 14 CSIC 2030 White Papers, the launch of the mission-oriented Interdisciplinary Thematic Platforms (PTIs), the CSIC Connections (CSIC Hubs), the promotion of Open Science, and the CSIC proposals to the Recovery, Transformation and Resilience Mechanism. He also coordinated the preparation of the CSIC 2022-2025 Strategic Plan, including the launch of the Cajal International Neuroscience Centre (CINC), a new scheme for the evaluation of research activity, and the reorganisation of the groups. Graduate studies in Physics (five years) and Mathematics (three years) at the University of Cantabria in Santander (Spain), PhD in Experimental Particle Physics in 1989. Member of the DELPHI collaboration (1986-2002), working on instrumentation (Electromagnetic Calorimeter EMF project), simulation (Fast Simulation of the DELPHI experiment) and Physics Analysis. Appointed coordinator of the Higgs searches and member of the LEP Higgs Working Group (in 2000). Member of the CMS collaboration at LHC (1997-2017), involved in different computing subprojects, including the evolution to object-oriented simulation, Tier-2 WLCG computing, and open data and preservation portal. Director of the Institute of Physics in Cantabria (IFCA), joint research institute of CSIC and University of Cantabria (2003-2007), and responsible of the creation of its data center (2005). Institutional contact for CSIC in Cantabria (2006-2009), involved in the creation of a new joint research institute (IBBTEC) in biomedicine, and in the promotion of a Campus of Excellence with the University of Cantabria. Appointed scientific and technical coordinator in the area of Physics in CSIC in 2008, handling the preparation of the corresponding strategy plan for 2010-2013. Promoter of the research line on Advanced Computing and e-Science at IFCA, launched in 2001, based on the activity in Grid projects for HEP, starting with the European Data Grid initiative. Deployment and operation of e-infrastructure (Tier-2 cluster for CMS, a large storage and archiving system, and a top500 supercomputer ALTAMIRA integrated in the Spanish Supercomputing Network) thanks to an excellent team of physicists and engineers working together in different projects, in FPV, FP6, FP7, H2020 and Horizon Europe, including the coordination of two EU projects, “Deep Hybrid DataCloud” in H2020 and “Interactive European Grid” in FP6, with other leading European research institutions (INFN, PSNC, LIP, KIT…). Active participation in the creation of the Spanish e-Science Network, and the European Grid Initiative, member of the EGI Council, and currently contributing to the European Open Science Cloud initiative. Collaboration with several national SMEs in distributed computing and advanced instrumentation (remote monitoring of reservoirs for the detection of toxic cyanophycean algal blooms). Participation in the ESFRI LifeWatch, working in its distributed e-Infrastructure, leading the LifeWatch Competence Center in the EGI-Engage project, and cooperating with US Infrastructures in the FP7 COOPEUS project. Member of the expert panel within the Spanish science and technology ministry on Research Infrastructures, and also participant in the Computing Scrutiny Group for LHC. Member of the editorial board of EPJC for the section tools and methods (until 2016) and referee for several international journals. Collaborator in ANEP (Physics panel, HEP area) and ANECA (habilitatio panel for full professors) evaluation agencies for several years, and in EU evaluation panel for FP7 projects. Proposer and initial co-director of the official university Master on Data Science (UIMP-University of Cantabria) launched in 2017. Professor for several courses on physics and on computing, at graduate and master and doctorate level. Responsible of a complete course on Project Management at the University of Cantabria for graduates in Physics (2013-2016). Responsible for the microcredential on the use of Large Language Models in education (2025). Director of six PhD theses, and several Master theses.
